Nope, can find it on all difficulties. Might be easier on Legendary because it's in both Act 2 and also in the Eternal Embers content so more chances I guess.

Patch notes list it as appearing in Act 2 and EE and can spawn in all difficulties.
Seems to drop a new charm and like other charms has version for each difficulty.
Apparently only a single golden scarab can be found in Act 2/EE so it sounds like it's going to be a massive headache to farm a full charm in each difficult.y


New Rare Monster Spawn: Golden Scarab:
Recent rumors among those who have returned from braving the vast deserts of Egypt report seeing a fabled creature known as the Golden Scarab.
This is a randomly spawning encounter found only throughout the exterior environments of Act 2 and EE Egypt.
For each game session a single golden scarab can be found in Act 2 and in EE Egypt respectively.
Once killed it can drop its own rare valuable monster charm, made up of 5 pieces. As with other charms this also has a Normal/Epic/Legendary version.
Additionally the golden scarab drops a significant amount of gold and hero tier experience

Just got my first one in normal.

Frankly speaking, farming it isn't that hard. I've encountered it two times at both my characters, meaning I got 4 charms right now.

It is, however, a bloody annoying kind of enemy to deal with. And certainly compared to the reward you get; a charm and "lots of gold" (meaning, just some more gold as you get from chests).

I've completed this artifact in Normal difficulty also. Good stuff, gives +1 to skills. Plus good exp & lot of gold on the scarab.

You can farm it near the fountain which comes on the desert just after Act 2's Scarab boss in the library. From the fountain if you continue to the right there's a watering spot that spawns Reptilians. Just before this spot the scarab can be farmed.

Just to follow up on somnath_tht's post, the fountain he's referring to is the rebirth fountain for Hathor Basin, which you come out at just after defeating the giant scarab in the Rhakotis library. Also, like all charms, this one has multiple completion bonuses - +1 to skills is just one of the completion bonuses possible.

An even better place to farm: check the fountain before the queen Masika (go out the northern gate from Memphis).

Then go and kill Masika and after her go two or three screens to the right. If you got to the passageway with torches you're half a screen too far. That's a spawn point there for golden scarab.

This way you can farm boss with okay loot and a scarab quickly. The exp rate is quite good here too. In epic, Masika drops many arcane formulae that are ingredients for top divine artifacts so it's a very good farming spot

Exit to the main menu and get back into the game for a new session.
Works like most of the boss fights.

thanks, I came back to update that I've gotten more fragments since.
During the previous round, the RNG must have hated me.

That is the best spot, thank you for pointing it out, it only takes 1 minute or less to check if Scarab is there, got 4 full epic charms in 1 hour, but I thought it gives +1 to all skills easy as Ereb crystal - that is a grave miss after checking DB base 1.7% only & plenty of crappie bonuses
P.p.s. if u lucky to get Golden scarab +1 to all skills on normal difficulty (that's ME ^_^) don't even bother about Legendary or epic one - Differences only 60 defense points

Didn't know you could have it spawn in the exact same spot every time, always thought it's spawn point was randomised. Maybe all are active at the start and then deactivated once you kill one.
