Never invest in str, obviously, get dex enough for items, invest heavily in intelligence for elem damage and put some point in hp. Some people say it's preposterous to up hp on mages, but believe me, when draconians will run you over, having extra 1k hp might be the difference that brings your salvation.
As for wolves, they will start to fall behind later in the game if you're not willing to dedicate some of your gear to them. Unlike, say, the Core Dweller, they're not especially tanky on their own and won't be able to hold aggro from powerful enemies for long without a little help. You could try to support them with some control effects, like Squall, or you could use an amulet with the Convocation suffix (though these are somewhat rare). Also, obviously, max Heart of Oak as well, the extra health and resists will help them live a lot longer.
If the goal is for the Wolves to tank while you sling spells, I wouldn't put many of your points into HP. With Heart of Oak maxed you should have a decent HP pool even with no points invested, I'd just put most of your points into Int so that your spells do more damage. The faster you burst enemies down, the less damage the wolves take.
Ice Shards is pretty energydraining when spammed. If you can get energy cost reduction on gear. Golden Fleece relic can be socketed into torso armour to reduce energy cost. It's not a huge problem for Druid through as you can use the Tranquility of Water synergy skill of Heart of Oak to reduce energy costs.
Wolves are okay in normal and better in higher difficulties where they scale better but to be really useful you really need to equip some items that boost pet damage to make them good. Otherwise they're just more of a distraction.

In current state (ended Epic yesterday) I have fully maxed ice shards, fully maxed whisp, fully maxed plague, some points in storm shield and maxed out damage reflection from it, max heart of oak and it's column, one point in storm nimbus and max in it's synergy that increases frost damage. Next on the line is to max out Nymph and her elemental arrows, and maybe her passive that grants flat meat shield. The only 2 types of creatures that caused me some concerns on epic difficulty are ice demons from act 3 and those pesky Jotuns in Ragnarok, because they have tons of hp and high frost res. There is where damage reflection, poison and vit damage step in to compensate.
