There are some quests which give skill points. I guess those new 40 chars will not get them for free?
This method is more like to players who want new char at once, and already have gear to for him to wear. Instead of lvling from the very beginning
You're expected to transfer gear from your stash to the Accomplished character. Accomplished characters are intended for experienced players who want to start a new character, not really a good choice for new players. It lets you skip the early part of the game which can be a little slow with a fully fleshed out character and get to legendary difficulty faster.
Which is only fair though - you did opt to skip a lot of training and preparation after all. Also part of the fun to overcome this.
