after beating Act V (Ragnarok), epic difficulty will be unlocked

If you choose to create the lv 40 character, you will start at ACT V ( last act from normal), only after you complete it you will be able to move into epic.

Oh and another question.
There are some quests which give skill points. I guess those new 40 chars will not get them for free?

The lv 40 character will have all rewards from the quests of previous acts, from skills to attributes as for exemple , you already have the random resistance from olive tree side quest in Delphi.

I tried this but was getting destroyed by everything. Even with being careful on skill points, getting decent equipment and everything else. I don't see it being really viable. I'll play through the campaign again. You'll know your character better and have better gear

I can have better gear on other characters, even gear which was got on epic. I can give it too newly created 40 lvl.
This method is more like to players who want new char at once, and already have gear to for him to wear. Instead of lvling from the very beginning

You're expected to transfer gear from your stash to the Accomplished character. Accomplished characters are intended for experienced players who want to start a new character, not really a good choice for new players. It lets you skip the early part of the game which can be a little slow with a fully fleshed out character and get to legendary difficulty faster.

Even as an experienced player and using a good build, you still won't have much practice using it, so it can be a bit of a struggle at first.

Which is only fair though - you did opt to skip a lot of training and preparation after all. Also part of the fun to overcome this.

This option is good maybe for "Greece Lightning" and "I have minions for that challenge." Otherwise I think the purpose of this was to give players with no TQ experience start directly from Ragnarok with possibility of having a character already leveled up for them. This is a weird addition that I never encountered in any RPG and it basically blows off any motivation and incentive to put hard work into building a character.
