Download to new PC: previous game files missing and unable to get mastery

So I downloaded Titan Quest anniversary special, It was supposed to come with Ragnarok and Atlantis but those DLC's are missing along with my previous saved game files are also missing, except for 2, I also started a new character (currently lvl5) and have no mastery which makes me think that I only have the original game, but the one previously saved playable character (lvl 16) that pops up has mastery? I'm confused. Any idea's how to remedy this

Right click on the game in your library, go down to Properties and over to DLC's and make sure the expansions are ticked in there. If they are then untick and then tick them again which should trigger them to be downloaded.

The DLC games have popped up, the lost character files have now. I've lost hundreds of hours in game times and a massive amount of gear and gold cause the character files have "disappeared" somehow. There were there when I loaded the game on the old laptop but they've disappeared from there as well so I'm confused as to why they have disappeared from the cloud.

There's a pinned discussion in this forum, explicitly stating not to use Cloud.

Next time, turn off cloud, and transfer your saves locally to your new hard drive, on a USB or some kind of media, I personally use floppy disk.
