When do I want to go to Atlantis?
I have over 900 hours in this game but I only bought Atlantis recently. A guy in Rhodes wants to take me somewhere to start Atlantis content. Is this something I want to do right now at the start of Act IV or do I want to finish this and Act V first?

That's up to you. You can do it now or wait until you finish IV and then come back. Or you can wait longer and do it after V. It's entirely optional. And of course if you find it too hard you can always come back to Rhodes and carry on into IV and then try Atlantis later on.

I did Atlantis before IV twice now , and I will most probably continue to do that . To me it feels like the right path to take before the North ,while still being in Greece .

IIRC, you can out level Atlantis if you''re trying to finish all other content first. Like Talana said, I feel like Atlantis should be played before the North, but it's completely up to you. You just won't get much XP out of it if you put it off.
You can go anytime after after reaching Act 4 to finishing Act 5 or skip entirely. It's 100% optional act, there's some nice exclusive gear and unique tinkerer fix but otherwise can skip and go straight to Epic if you want.

The longer you wait, the more out leveled you'll be for the content so won't get much exp clearing it if you finish the rest of normal content first. Personally I thought Atlantis difficulty felt a bit spiky at times, so may be easier to do Act 4 first then Atlantis then Act 5 but you can also try doing Atlantis first and if you find it too difficult, swap back to Act 4.

addition to all guys said: for lore and story-wise doing atlantis before act IV seems more accurate (thinking of last boss)
enemy level-wise : same as act IV

I usually skip it on normal, it's side content and I don't need of the items from there and am usually on par level wise. On Epic I'm often doing it after act 4 but before act 5, as said the enemy level range is the same as in act 4.
However, sometimes I like to do it before act 4 especially if I don't have enough vitality resistance.
Lore wise you could also argue to do it after arriving back in Korinth but before meeting the quest NPC to head north.
