Storm Surge bug.
The text seems to indicate it should randomly activate when I attack enemies- instead, it randomly activates when enemies attack me as a retaliation ability.

It is a passive retaliatory aura, and as such, activates when you take damage. ('each enemy hit" means each enemy hit landing on YOU, not each hit you make on the enemy.) Hope that helps.

It's the same wording in the original titancalc from 2007 so I doubt it's going to be changed any time soon.
