You're also likely to be 'safer' joining games with new characters just starting out. But you can ask in game too once you join.
It is, but only through player-hosted lobbies rather than official servers. Player-hosted lobbies just open up the possibility of modded characters and gameplay :(

Are we talking about Borderlands 2, one of the most successful video games in PC history? Because that indeed didn't have a secure official server for MP.
I'd love a secure server, but I realize that it's not necessarily very lucrative. You have to maintain it, provide customer service support, update it, and keep it working for an uncertain number of years. And you have to actually develop the platform. There are reasons why very few non-MMOs offer this.
