Act 5 isn’t one of my favorites, but it’s not the worst act ever. It’s pretty good story-wise, but lacks good boss fights, really. I found a lot of enemies extremely annoying and the first half of the act pretty darn boring. Still better than Egypt tho (Act 2), the worst act in the game.
As for Rune, well having a new mastery is always great as it gives more options. I, personally, don’t enjoy it that much as it is really awkward to build around and not beginner-friendly.
My advice: play the game normally and put the DLC on wishlist. If it comes on sale or you are interested with more content, you can get it later.
