what makes you think that you cannot play those two difficulty levels in singleplayer? isn't it because they are locked by default? it means that you have to beat the game on Normal to open Epic difficulty (for THAT character), then you should beat the game on Epic to open Legendary (again, only for THAT character)
Epic / Legendary are scaled for characters having completed the game in the previous difficulty. It's not like games where you choose a difficulty on character creation and start at lvl 1 with your char with that fixed difficulty setting.
So, Just beating Typhon isn't enough? I have to play through any and all DLC I have to unlock said difficulties for the one character? Is that correct?

developers made that as complicated as possible:
1) if you don't have any DLCs, then just kill the final boss of the game - Hades - and you can start Epic difficulty with your character. kill Hades on Epic and you may now play Legendary
2) if you have Ragnarok DLC, then after Hades you need to beat Surtr - the final boss of Ragnarok. after that you can replay the game on Epic, then on Legendary
3) if you have Atlantis DLC, then it doesn't matter, all content from that DLC is absolutely optional
Thanks for the reply. I have both Ragnarok and Atlantis DLC. Not sure where the Hades boss comes into those though. After Typhon I took a portal to Rhodes, so I take it Hades must be the final boss in this area?
But at least I now know that I have to do it all before changing difficulty... man, this is gonna be a slog to get to legendary.
since you have Ragnarok, then after Hades you will start Act 5, where you visit Corinth-Heuneburg-Glauberg-Scandia-Asgard-Muspelheim and defeat Surtr
only after *all that* you can replay the game on Epic difficulty. and after beating that all on Epic difficulty you may start Legendary
yes, this is a slogfest and takes god-awful amount of time to finish that all =/

When the game was redone into the Anniversary Edition it combined the original and the Immortal Throne expansion into the 1 game, hence Hades is now the final boss for the AE part.
there is a SSTQDefiler program that allows to freely modify various properties, but if you just need to unlock later difficulties, then use TQVaultAE:
