Can't get mastery past level 32 -- which expansion do I need?
My mastery is locked at 32 so I can not access the highest tier of skills. Which expansion do I need to unlock the mastery to level 40? I already own Ragnarok so is it Atlantis or Eternal Embers?

It's the Atlantis expansion, but in my opinion, it's not really worth it. Lvl40 skills I've tried so far are pretty useless, especially considering they are suppossed to be the highest, top tier; and the campaign itself is pretty meh, no reason to come back after you finish it once. One good thing is a nice scenery in some maps, but there is a high chance it will kill your framerate.
Ragnarok already had some issues, but with Atlantis, they weren't even trying. It's just a quick cash-grab barely worth the price even on sale.
Level 40 mastery comes from Atlantis. Atlantis has a short, optional side act (basically Act 4.5), an arena mode (which kind of sucks imo), a gambler (basically a loot sink, buy a orb for random loot, think it only drops earlier acts, no Rag or Atlantis legendaries). Loot wise, there is an unique fix (Tinkerer, which lets you socket two relic/charms), new charm/relics, Monster Infrequents, rares/legendaries, etc.

The act is kind of meh overall, quests aren't very interesting. Pretty at times but seems to have worse optimization than some other areas. I've heard their are some fixes for this and loot drops in the act being tested atm. Two new level 40 skills for each mastery, a bit of a mixed bag, some are great overall, some are a bit niche but useful, some are kind of meh.

Eternal Embers adds in the Neidan mastery and new (Legendary only) acts.

I would say a lot of them are underwhelming, like spear dance and slam. Both in visual feedback and use. However one's like Psionic beam and Blade barrier are some of the strongest skills.

Regarding Atlantis act, I do not enjoy playing through it either. It's definitely worth farming for items with the "Of the Tinkerer" suffix though. Possibly one of the best suffixes in the game.

I must be the odd one out. I quite enjoy Atlantis, a few difficult monsters to beat if you go in with "the wrong" type of build. There are places it has not been optimised and really needs it.
Tinkerer gear is well worth getting if you can find gear which already has an affix or 2.
The "gambling" can be worth it but you need a lot of money. I did a test and bought 10 orbs at a time. Apart from the greens, relics, charms and recipes that drop. Out of 10 orbs the best was 8 legendaries and the worst was 1. Next time I get there (nearly always have between 200 to 250 million) try and gamble to get the other 2 aquanaut items, just to try out a build idea, since I try to use greens mostly it would be a good change.
The top tier skills I have found useful are: Arc Discharge, fully maxed and how fast the Wisp attacks it did some pretty decent damage.
Soul Drain - Went great when I played a Life Leecher and the Energy Drain on it goes great with a Forsaken ring slotted with the right Spectral Charm.
EarthBind - Well pets loved it when I rounded up, plagued mobs and caste Earthbind.
Now Weakest Chakra is a decent debuff for the new Neidan but it does need some -recharge gear to make it useful.

Now with EE I am finding it real fun to jump between DLC's if I get a little bored.

Atlantis is more challenging than Embers. Excellent end bosses compared to Embers. Certain masteries have the most powerful skills at 40. Spirit has 1 stand alone and one that tops off the life leech skill nicely. Dream Psionic add on is awesome for staffs. I like it better than ternion and it looks so cool. Nature has thea level 40 skill that earth locks things in place, so another powerful one. Warfare doesn't get much. Basically longer time to keep up ancestors. But that might be nice for those that play it.

If you play Hunter/Nature. Hunters level 40 add on will buff OA by massive amounts. making your wolves crit often and if you play Spear you also get the bonus.

The plus 40 tier with + skill equipment gets nicely powerful late game.

Defense stationary summons flank is very powerful but short lived. Good emergency skill.

I like loot gambling a ton. Its the best way to balance a new Embers charactor cause you get decent uniques, just enough for Embers cause Embers mobs are rather weak generally.

I like Atlantis more than Embers unless balance for Embers is buffed up. I now play Embers just to relax and listen to the music. Its so easy, that soft jazz would fit the best. Other acts I play for an adrenaline rush. Atlantis is lightning/physical/piercing intensive.

I think Atlantis is worth it. I only lag significantly in it if I play xmax mod. Is that the name of it? But you do what you think is best. No one listens to me. :steammocking:

For Atlantis it's better to play DirectX 9 version otherwise fps would be awful.

Ok, so Atlantis adds level 40 in all masteries and a small Act. Embers adds a whole new mastery and a full Act that only works for legendary characters. I hope I got that right.

yes also embers adds new option for start from level 70 and embers act also u can go act 1 in legendary and play from there
atlantis level 40 mastery skills are good but more likely they cover up each mastery lacks of as others mentioned spirit was a support mastery now with new life leech skill u can main that, warfare has now longer pets for pet builds or phsical mage build, storm now get great dash skill for melee builds, rogue gets 2 big area spells etc
also i am curious how it works new mastery neidan from embers if u dont have atlantis dlc 32 or 40? :D
