No, it's Legendary difficulty only expansion. From the store page:
"Eternal Embers Quest
A whole new epic quest line spanning 4 acts, accompanied by 15 additional side quests, playable exclusively in Legendary difficulty"
I for one applaud dev's who give games actual FUN end game content that is more challenging. Another recent edition of this was B4B and NM mode. Man BEAUTIFUL. But again, low skill ceiling people want all the games beatable in an evening and while watching netflix.
Edit: Heck we just had a huge whine in DRG over weekly cores. Filthy casuals.
You are what? Fifty-three hours into this Anniversary Edition, so your knowledge is coming from that. Or you played the previous editions and for some reason; remember you played since day one, haven't quite figured out any overpowered builds? Any at all?
I mean you are handed free tools to start right in the new expansion. Best bet for you is a refund I guess. Sorry but really not too sorry at all.
Edit: I so wish whining didn't dictate games today and it sadly does so damn much. "I want it now, I want it easy, I can't do this in a night" blah blah blah. It gets old and while it appeals to a larger fan base of children, lots of us adults who love to game just have to eat it. I for one am tired of it.
