This has a 360 sec recharge! It is easy enough (depending on your build type) to get 50% CDR, making it 180 seconds. 100% CDR never heard of anyone getting close.
Guardian can do it I believe via heavy CDR + Refresh.
Otherwise, the skill has a recharge of 360s (6 mins) and lasts for up to 24s assuming you have the energy cost to keep it running. CDR has a 80% cap so the with the cap you can get cooldown down to 72s.
Not to my knowledge.
Refresh (+4 to skills) gives -68 seconds refresh. Still leaves 312 seconds. CDR reduction is multiplicative not additive, so reaching having Colossus permanent is impossible. I would like to see it done. But even so you would have to waste every single slot to get close, making your base character weak. Better off looking at lower CDR and keeping Rally, Quick Recovery and Adrenaline going close to 100% of the time.
CDR should apply to Refresh cooldown as well so with more CDR you'd be able to use Refresh more often. Talisman of the Jade Emperor gives 20% CDR I believe, so should just require ~60% CDR from elsewhere. CDR is more commonly found on Int gear but gear should be available to get the rest of CDR for 100% upkeep Colossus Form.
I played guardian once and never thought to try to keep Colossus form constantly up. Its a bit of a penalty to max out refresh because the skill points are needed elsewhere. It would be easier to keep Banner up constantly by played as Warfare/Nature.
Refresh can go all the time? Maybe. But it still only gives -68 seconds off other times. Not 68 + 68 + 68 recursive.

Remember the cap is 80%, so even refresh with -68 seconds, Colossus is 312 seconds x 80% which would be just over 25 seconds. Colossus could be up 97% of the time.
And as I said show me this as a viable build (0 deaths) and I would be interested.
Oh, and, BTW, not sure if you fit through cave entrances etc. while Colossus :^"
Definitely won't fit in Colossus form. Too tall to go through entrances like that lol.
Trackers gear only in Legendary (would love some) and more difficult to get a drop than the old Revenant gear or drop Stone binders a lot quicker.
If you have enough CDR why bother with refresh. Plague is a great debuff and lasts 6 seconds with 50% -recharge you can drop it every few seconds. (As you can tell not a believer in Refresh skill).
Anyway to Nemmy, I am not being dismissive or sarcastic with my remarks. I really would love someone to try it. I am the first to try different types of builds, over 14 years of playing I have tried some really strange ones. I have tried builds based on reflect, regen, retribution etc, etc. I even start builds because I find a piece of armour or jewelry, I have a Berserker build because I found Berserkers Mantle and a Paladin because I found a Crystal Ring.
Just be aware that builds such as the one you would like to try would not become good until mid or late epic. You need the gear and enough skill points. Then if the build starts to take shape but is not as good as you would have hoped. Do not quit, just respec it and try again.
This game is all about how YOU want to play and what you want to try. Just enjoy it.
Refresh is good for abilities with longer cooldowns rather than abilities with lower cooldown. Stacking CDR helps making shortish cooldowns even shorter and make medium / longer cooldowns better but CDR + Refresh lets you mitigate really long cooldowns or keep medium cooldowns constantly ready to use. Even with a single point the skill is excellent to have if you have such skills.
Playing summoner? Your wolves die all at once from AOE? Wolf summon + Refresh + Wolf summon and you've got two wolves back out pretty much instantly. Champion? Keep Banner up constantly as you move. Ice sharder Druid? Keep Briar Ward up constantly as you move.
