Sorry for my bad english...
For me there is a reason for that, it could make old TQ:IT sets like Assassin Cover, Vestment of Battlemage, Bone Armor, Conqueror Panoply, Pluoton Vestment to have more viable uses in late game.
Main problem of sets i mention above is the low resistance value and coverage it give which means most of the time the other item slot are limited to those high resistance item for survivability.
Most of the time it just a juggling between this item for most build using those sets to get resist. Like for ring crest of murong for overall resist, mark of overlord for bleed resist, persephone ring for ele resist, band of soul for vit resist, star of elysium for poison and pierce resist.
For amulet torc of ancestor, myrmidon pendant, blessing of the god, and for artifact is talisman of jade emperor, crosier of osiris, apple of idun, demeter bounty, knot of isis.
Old legendary and sets bonus really needs to be updated
But I think there's a difference between improving/updating set bonuses or entchanting epic and legendary items ... If you have ideas on how to improve certain set bonuses, you can post it here:

But just this juggling between good resistances and good damage is the exciting thing about Titan Quest. With a totally overpowered Char, the game gets totally boring.
Like I said, it's a big thing to update set bonus, but epic and legendary items should not be enchantable...
