The TQ version now on Steam - TQ;AE is owned by a different comapny than the one that amde TQ and TQ:IE. So... you gotta buy their new version of the game (which is basically TQ and TQ:IE mashed to gether, with some adjustments...), then buy the DLC as well.
THQ made the original game and expansion. THQ Nordic is Nordic, with the THQ name added on, after they bought the IP's, when THQ went under. Apparently they also bought the rights to use the name of the original development studio. But they are NOT the same company you bought your old CD copies of the game from.
I already asked them this in an email sometime last year, stating pretty much the same thing as above.
Lot of money they gave away with that one.
But u propably need to pay full price for ragnarok, unless u wait some sales on steam.
