Gears builds have +5 all skills, +1 more for Rogue skills ( so total is +6 for Rogue skills).

It's heavily Defense-focussed and tanky, and leaves out quite some of the goodies that Rogue has, e.g. completely leaves the Bleed buffs that would synch nicely with other Rogue skills that are maxxed. Pierce-Tank-DirectDmg, with Poison and Bleed mostly ignored. Sure helps clearing the map fast, but at the sacrifice of all the DoT passives that are useful fighting bosses.
Also, didn't even unlock Lay Trap? Such a nice tool to lure the mobs around corners and/or bundle them up. I always unlock it when rogueing... ...no need to invest, but pick it and its children once.
Also, much is picked up to max, so for a first fix, I'd tend to go for +5 or +6 AllSkills from gear, liberate points that way, and redistribute some.
But then, while I've played (and loved) both Defense as well as Rogue, I've never played Corsair all the way through to Legendary Hades (or beyond). So I'll leave it at this for now, and wait for firsthand-experienced players comments...
Keeping the Spearbomb build as the base is reasonable, you'll be doing good damage with your Shield Rush, you'll oneshot most trashmobs - the whole mob, not a single monster. Great for fast map clearing. Barrier of blades is pretty nice for any melee Rogue. And while the build posted in the OP didn't amp all that inbuilt bleeding damage via the Rogue passives, now those are fully maxxed.
Please note that all the tanking stuff still is stil all in, just kept one pick below max, which you can do by adding the extra point from gear. The rest of the points come from the extra levels you can get now.
Drawbacks: (1) you will have slow going against many types of undead like e.g. your standard skeletons, because they don't really care about Poison, Bleed and Pierce. (2) You might get thirsty for E-drinks, and might eventually want to up your Energy pool. I wouldn't necessarily do that with stat points, many gear choices offer some. And Energy potions are cheaply acquired from your friendly neighborhood arms dealer...
If you want to go more into the Spear-/Blade-/Axebomb direction, I'd rather choose Def/Dream, because that gives you Phantom Strike as another battlefield zapping skill, extra OA and DA and Speed from Premonition. and via the Trances either more tankiness or more reflecting damage, which you can switch at the drop of a hat. Also, Dream is a bit more versatile and doesn't have the "skeletophobia" that the Rogue builds can have... ...but that's only my personal view.

Again, I went for +5 AllSkills from gear instead of the standard +4... ...but with those 15 quest reward SP you should be able to either flesh the build out or remove the need for that extra level from gear.

I've not gone higher up the masteries because frankly none of the new skills appeal to me much, most are of a very short duration with too long a cooldown for my liking. That's not to say you shouldn't try them if you want to to see what they're like for your playstyle. Just remember that you can't buy back points spent on the mastery bars so if you decide you don't like a skill, you can only get the points in the skill itself back. You could also include Lethal Assault/Mortal Wound if you want to.
Shame that Corsair doesn't seem to have been a popular class for the game.
Extreme example that makes that clear: Call of the Wild. With the wolves, you can summon 1 until you hit Skill Rank 8, which unlocks the second. At skill Rank 16 the chart ends. Rank 18, however, unlocks the third wolf.
Theoretical maximum is (with some class variaton) +12 or more Skill ranks from gear, but that ofc won't float either, because you're terribly short on resistances and other stats this way. And if you have a ton of gear in your mules (or TQStash), you can e.g. get to +8 AllSkills on Lvl 18 gear. But, yeah, this requires quite some farming. Makes for super comfy leveling... :^"
So it definitely makes sense to carry +4 AllSkills, which is what is calculated into the builds. You can add an extra +1 or +2 AllSkills without compromising survivability too much, which allows for taking less picks and still hitting the ceiling... ...thus liberating those points to be spent elsewhere.
