Then I asked myself... what if it was a Ragnarok-only item? I mean, I sometimes find a throwing weapon out of a bone pile, but I can't pick it up since it's from Ragnarok and I don't own it.
Then you may ask... why include those items in the loot table if we don't own Ragnarok?
¯\_(ツ)_/ ¯
But maybe I'm on the wrong track and it is actually a bug. Then, I have no idea.

Seems to be a combination of physics bug and Ragnarok-only items.
Well maybe it is hard for the devs to have two separated versions of the game. So they decided to only disable ragnarok items to show up.
Although i find it kinda sad that there is almost zero response from the devs on these topics.
True. But if I'm not mistaken you can still buy and store throwing items even if you can't equip them. So why couldn't we pick them up and keep them for when we will purchase Ragnarok? Or sell them if you are not interested in Ragnarok?
When you open the chest, the staff pops up buy gets stuck on the chest and ever so slowly falls to the ground before you can get it
