The "new" Storm Nimbus

So I havent played a lot of AE, so I dont know how they changed the skills, but it seemed they changed the base level of Storm Nimbus to give "The chance of one of the following".
Prior to AE Storm Nimbus actually gave a fixed Cold Damage Bonus and only a chance on lightning. Which makes more sense to me, so I guess the question I'm going for here is:
is it 50/50 whether I get Cold/Lightning damage or is it possible to not get any bonus from it?

any way to determine what the "CHANCE" is? most of the time when i see "CHANCE" in this game its represented numerically like 15% chance to dodge 100% of attacks as seen on some shields and armor pieces. but id like to know what is the "CHANCE" in terms of #% or any other quantitative form for this spell..

"X% chance of one of the following" in this game means equal chance of the following which add up to X%. For example if it says "30% chance of one of the following" and there are 3 lines below it, the actual chance would be 10% for each line. If there is no "X%", then X=100%.
