The upgrading slightly change the stats of item:

all you gained was a bit energy, energy regen and armor. that and it shuffled the item seed. it also raised requirements which is a bit of a detriment.
might be nice for your absolute favourite legendary, but otherwise it feels really underwhelming for a whole new mechanic.
It likely needs balancing but their not gonna give already powerfull items huge boosts :p

Well yeah thats not a bad idea either but maybe draw the line at rune words hehe. Its not the horadric cube forge.
It'd change the game in a number of ways, including trade cause players would hang out at forges running servers trading off legendarys.

you can upgrade both epics and legendaries.
on upgrading, your items get affixes. level requirements may rise due to those.
the affixes seem to be random, but fitting to the item slot.
upgrading an already upgraded item rerolls the affixes.
