cannot begin act 5

I just finished all the quests and side quests from act 1-4, defeated hades, and entered into the portal to Corinth. However, none of the quests will activate. I am barred from leaving the city by two pikeman up going into the docks. I have spoken to every NPC that I can and gotten all the dialouge options i can out of them but to no avail. Heck, I even defeated hades again, entered into the golden portal and I am still stuck. speaking to Ariston does not kick off the first main quest. what am i doing wrong?

There should be a NPC inside the market area (bunch of guys at far end sitting at a table) that gives you a quest to kill a sea monster brought by invading Tritons. Accept quest and the pikemen will now let you into the dock area. Kill the boss at the docks, turn in the quest and you'll be able to start the main quest from Ylva.

no quest marker is on the map. Ariston, the NPC that you are speaking about i believe, does not give me a quest. He tells me about a big event and that there is a sea monster of sorts by the docks. that is it.

errr pirates. He asks me to investiage but the quest does not kick off.

even when i create an accomplish hero i cannot get ariston to give me that quest. he tells me about it but that is it

Have you completed Festivities quest?

You receive it if you talk to Iairos in the temple, or when leaving temple.
Talk to Leonidas south of the Portal, Phaedrus near the northwestern gate and Ariston on the east side of the city center. As soon as you have talked to all three of them, the quest completes.

When you now talk to Ariston you will receive the first main quest of Act V, Troubles of a New Age.

the festivitives quest will not activate even though I have spoken to Leonidas, Phaedrus, Ariston, and the priest.

even creating a new "accomplished" character (level 40) will not activate this quest. There simply are no quest givers for me in act 5.

Festivities will be added to your log just by exiting the temple after using the Hades portal. It will also activate if you talk to the priest in the temple before leaving.

I would suggest verifying game files and fighting Hades again. Use the portal and talk to the priest before exiting the temple. This gives you 2 chances to trigger it and in theory ensures you don't have a corrupted game file.

If that doesn't work you likely either have a corrupted save or some strange issue unique to you. I can confirm that this quest is working. I started act 5 a few days ago on my latest character in normal and it worked fine a couple of weeks back when I went through on Legendary.
