Atlantis is not a bad DLC, but isn't a mandatory either
1) it adds a new act - Act VI, which is completely optional and should be ended, preferable, before you visit Ragnarok's Act V. Act is well done with nice scenary and graphics (tho it may have low framerate on low-medium hardware)
2) Atlantis' quests give you only experience, which is a shame
3) Atlantis adds extra skills character can learn, but most of them just fillers to dump your points into. there is only 2-3 really interesting skills (and game is playable very well without them!)
4) Atlantis adds a casino-like merchant, where you dunk your money in hope to get nice loot. because of how random the game is, that casino thing is just slightly better than Hydra-run from original game
5) Atlantis adds a Tartarus arena - where you have to kill mobs to receive a gear at the end. again, because of random factor that thing is not much better from regular grinding. furthermore, at the time when you conquer that arena on Legendary you pretty much completed your set and vaguely need any extra gear
6) Atlantis adds new items and weapons to be dropped but there are lots of talks on forum about those loot-tables being broken and some equipment just do not appear from bosses or regular monsters, making DLC not whole. you can check more here - https://steamcommunity.com/app/475150/discussions/0/1740012731991408157/
so overly you can live without it, if you are not a perfectionist. Ragnarok (despite its downsides) is more interesting to have. at least it adds extra level, mastery and throwing weapons
Off-topic: I just realised the Lightning/Elec. burn Prophet I just started will have most of it's points in Dream and not Storm, which seems counter-intuitive lol.
eh, for that Atlantis would actually help a lot :"D Lots of good Lightning staves in Atlantis, even a (imo really awful for anything else relic) good relic for a reflection-lightning build :D
