Alternatively, exit back to the character screen and then restart at the last rebirth fountain you activated and that should trigger the gate to open.
It's an old, old bug in the game where, if you do the loop from Chang'an back to Chang'an in one go, the gate often refuses to open.
I'm not sure what you mean with the first suggestion.
The 2nd one didn't work...
Medea is talking about a bug where, if you've done that and come back to Chang'an, you may not be able able to get in. In which case you make a portal to Chang'an and basically hope over that closed gate. At which point the locked gate should be un-lockable (talk to the guy next to it).
Depends which closed gate you mean.
I didn't make it to the Jade Palace yet because I don't find a way out of the city. (I ran around a few times already, maybe I missed something, the layout is pretty confusing honestly.)
I mean the gate which is closed because there are monsters behind it (in the northeast of the map).

Eventually you'll return to Chang'an and when you've spoken to the quest giver again, you'll be able to open the other gate.
