Report a translation problem
I solved my problem by doing this:
Go to directory C:\Users\winUser\Documents\My Games\Titan Quest - Immortal Throne/SaveData/Main/_<CharacterName>/Levels_World_World01.map/Normal
Sort by date, and move 3-4 latest .que files to somewhere else.
Start the game and check the quest.
If you still don't see Odin\Wodan, remove some more .que files and try again.
You'll get some set back on quest progress but at least you'll be able to move forward.
This time cross the bridge and activate first regeneration fountain on the wall and save the game. :P

Curiously enough, I also found I could walk through the gate onto the rainbow bridge even when the gate was up, just casually phasing through it.
Most of them got resolved by closing and rebooting the game, or by porting back to town.
Still though, I'd strongly recommend backing up saves before the fight with Odin and the Loki reveal. That is the trigger-point that can make a lot of things unstable.
The problem started because I saved and quit I think. The problem was the Mimer quest didn't appear. I actually also had no idea where to go in the campaign to get to Mimer, which may have made the problem worse. But I don't remember quests triggering again if you miss the opportunity earlier. You have to do it right I think.
Atlantis expansion is a dream for me. I love the level design, wish it was a bit longer, and forgot it's meant to do it before act 5 as well. However, Atlantis monsters are HARD, so maybe I'm fine. Still playing through it, getting tougher, plus I'm several levels higher with extra skill points for doing the main quests again, so there's that for measurement as well.
I hope I can keep playing to get to the new acts! I usually burn out on TQ early. :D But for now, I found I enjoy the more vanilla experience without mods. It still needs more stash space, but now that we can create a quick mule that actually has all the inventory slots to start, it's much easier to mule and get more stash.
