Thus, the best gear you "should" find is in Act-4. Farm there, or look out for what merchants sell.
It would be useful to check what your character wears, and know what is the issue. Is he too weak? Is his damage output too low? Are you underleveled?
I farm through all acts 1-4 but im not really seeing any change in item quality.
Managed to finally get 2 more blues: Obsidian set level 9 from act 3, low level but heck of alot better than what I was wearing...
Where would you farm if you were me? Act 4 first boss? Is that any good? Doesn't drop anything for me thats why I switched to fast runs instead.
personally i think farming telkine is a good source, the gorgons after the 3 medusa bosses is good too, the stonebinder cuff is a good item
farm the demon blood, and other charm or essence to boost pierce bleeding and vitality resistance is very important.
the frogs just outside the babylon outskirt can drop some good green too. and also the fog area in act 4.
Also, you haven't precised where you were in the act 4. When you have reached Hades, enemies will start to use Vitality attacks, so increasing your Vitality resistance will be a winning move.
To my knowledge there are no spots that give better stuff or have more chances to drop Blues. You will have to sacrifice a bit of damage for more resistances, maybe?
But without pictures of your gear's stats, I cannot point the problem accurately.
Don't know how to upload a picture here but most of my resistances are around 0-25%, my highest resist is piercing with 63% and thats because I put some essences into my otherwise subpar gear.
My main issue is the low item level on gear and the low stats on them. Thanks to the tip above I have atleast switched out my level 13 yellow jewelry to level 25 greens since I found them in a store after reloading a few times.
I am past the first town in Act 4, killed a giant crab and moved on to the second portal.
And then if you got to act 4 farm things in act 4 that you can kill. Frogs on the beach? or whatever is the furthest progress to farm. They have some monster infrequent armor with pierce resist.
You could also farm Mount Olympus or Wusao/Telkine
At your level, the best possible target would be Typhon, the Act 3 boss, assuming you can kill him fairly easily. If not, you could also try the third Telkine (who is way easier than Typhon, but is more annoying to get to) or Charon, if you can get that far into Act 4.
Really got something to look forward to once I grind the last level away =P

This was the answer I was looking for tbh.
So in other words, bosshunting the 4 big bosses is the true way to "farm"
All the other bosses/minibosses are a waste of time I take it then :(
However the bosses without orbs but who wield items can also be good if they spawn with a legendary item that you are looking for. For example if you later want a legendary club that drops in Greece you could farm Polyphemus because he wields clubs. If you farm a sword or ring then the boss by the olive branch quest might drop those item. In short the orbs are great for all types of treasure but if you are looking for some item in particular sometimes a little boss wields that. Like the boss in Athens catacombs might have caster gear on.
And like second paragraph sometimes just farming huge amounts of trash mobs that carry weapons/armor you are looking for can get you the epics/legendary they are carrying. For example there are some huge battlefields in act 1 with lots of skeletons and other humanoids that could be carrying things a build is looking for.
And finally leveling up some monster infrequent can give resists or something. And then there might be some best in slot monster infrequent like stone binder cuffs or weapons from monster infrequents that are good even at higher levels.
Act 4, you have Ismenes gear, farm the Lamians straight aftrer Medeas Grove. You have Batrachos cuirass, farm the Anourans.Below is how they come without any extra affixes or being socketed.

Whomper club is ok, later in Act 4 you have Folg, a lot of times I end up with a merchant bought one since they have some decent ones occasionally.
Best gear before that you can get from Tigermen Elite.In Act 3
Prowler's Cuirass
85 Armor
15% Fire Resistance
20% Elemental Resistance
+16 Dexterity
This! You cant socket blues (nor purples but they dont drop in normal anyways) so you cant plug resistance holes. Really, boss farming in normal is an utter waste of time.
