But you won't find any pieces of it in later difficulties. You'll find higher level sets.
I wouldn’t worry too much about completing sets. The set bonuses are often not worth it. Just continue to play the game. If you really want to complete a set, I recommend you try and find other players to trade with. There are some resources to help you with trading, such as the trading sub-forum on Steam and this group: https://steamcommunity.com/groups/titanquestaetrade

On a side-note: I got nothing from Surtur in legendary - again. But in the fungusman caves I kicked over a pile of bones and out dropped Allfather's Tunic :)
In early normal those are (IMO) the Necro set (if you're playing a necro), some pieces of the Oracle set for spellcasters to boost your Energy regen, the Labyrinth set for melee chars. In Egypt the Ramses set is OK for plonky tanky Defenders in Egypt and early Asia, and Jade Emperor for the bow Brigand (which I love, many other ppl don't). Honorable mention to the Lazarus set for the best light show (and it also does good retribution DPS).
Some sets are so rare, or even have their items' droppers scattered through several difficulties, that it actually is practically impossible to find them in a single playthrough. Those are IMHO more along "give 'em something to roll a new char for"-lines. Sets which include the weapon or the shield generally are not all too viable (Jade Emperor being one exception), because the damage doesn't "adapt" but is stuck on that often rather low level the set has. A prime example here would be the Imperial set, where the weapons, Yin and Yang, are easily outperformed by the Sabreteeth you'll find in the same region, and with way less farming.
In many cases, however, you can find Best-in-Slot (BiS) gear with not too much effort - like the Stonebinder Cuffs for arm armor - that will soon make the set stuff obsolete. So while the sets are a fun addition to the game, and ofc the kind of stuff that one wants to see in an ARPG, they're mostly not the sharpest tools in the shack, not even taking relative power loss into account.
On a different note, if you really want to get your set pieces, TQ-DB[www.tq-db.net] is the place to get all info you need. It has a set registry, and when you look at the stat card for any item, you'll find that it has two tabs, the right hand one is a listing of the bosses and monsters that have a chance to drop that item (and how big that chance is). So if you're missing a piece, look it up there, and find out where you have the best chances to get it...
TL;DR: Sets can be completed, but it's often not worth the bother, and / or they'll only rock for a short period in your char's life, like 5-ish Levels. And it's often smarter to don only some two or three set pieces to get the occasional really helpful bonus.
