If I remember correctly. It is behind the north-east gate of the city

after you do the jade palace etc, you will find the way back to chang'an
after that you can go to the gate which is locked before

you should notice some tiger mob nearby, it is near the part of the storage

After I found jade palace met the emperor I went to jade palace dungeon and I dont even know wtf am I doing anymore.
I found a door but It is still locked

if you stand near your stash manager guy. a bit above is the re-spawn shrine and below the guy a bit left on his hand is a road follow that road. then on your char right hand is wall follow that until you find a crack or gate (not sure here anymore) walk straight ahead after that crack/gate until you walk up to a wall again now follow that wall up. there should be standing a guard with a ! above his head talk to him and the gate next to him can be opened.

the door near the skeleton might be locked, it is like a bug after you do jade palace, you can just portal to chang'an and locate the gate nearby the stash to wusao as mentioned by paladin.

I found it but took HUGE amount of time first you have to find the ancient forest then walk another 20miles
