Report a translation problem
In the past, in the older versions, you usually would find a couple pieces of an early level set but it might be spread out over more than one character. This means that having more than one character to farm, might be useful. The good news is that again, both TQ and GD allow for a special inventory for transferring to other characters, and so there is a lot of storage (which can be expanded to some degree as you go by using gold). So that's better than many games of this kind.
The problem to me with Armor Sets is that you have to hold on to them for a long time in these inventories until you find another. Originally, in Diablo 2 and the like, the idea was that multiplayer players traded these, clearly magnifying the chance to find somebody who had farmed one piece while you might have another they cared about, more people means more completed sets.
The other huge problem with Sets, is that they really don't seem that good. Now, one issue with that is that my analysis may not have considered two possibilities. The first, that the Set armor may improve with level, is I think unlikely. But if it has % values for stats, it is true that as you level, the greater the base value that the % acts upon, meaning that the stats that are a % of another stat will go up as you increase level. Many are instead static, like a fixed value. If sets tend to use % values, then they may be well worth keeping, but not see their true value until much later on at higher levels.
I just found that at least at early levels below 20, the Sets were mostly a waste of time. Granted, this could improve with a completed set, since then additional features were added in. I believe that TQ would highlight those even in the initial piece, so you knew that the additional bonuses would be. Nonetheless, my memory is that the early Set Pieces did not have % values so that they were often outperformed by other magic or rare pieces in the pre-Anniversary Edition versions. Granted I did not tend to play beyond Normal.
So, yes, Sets are basically an annoyance. Old guides tended to suggest getting some levels in the trading skill, so that you could find better stuff at the traders and so get more sets and other better gear. I'm not sure that is a great idea, even if it works, as to me a soldier fights to get new gear, not to waste time trading. I also did not tend to have that much gold, even though I even sold grey stuff. Of course, that is seen as a waste also, it is best after the first 5 levels or so, to usually ignore the grey stuff and just mow down more enemies to generate more loot to look over, since you also get more experience in the process. Better to take on respawns than grab and sell grey broken or normal loot.
Probably yap you already know, but mention it both as help and as an annoyance in this type of game. TQ is better than most for this because of the huge inventory, comparatively speaking. But the amount of loot is also a pain to sift through, and you may have several single or double pieces of more than one set, and soon it takes up enough inventory where you may just decide to move on or have a mule character. That to me suggests that the game becomes artificial, when you have to use one character mostly for storage of sets to have a chance to keep one for another character.
