its possible to reset skills in game?

From what I remember, yes, but in later time. It's an NPC in some sort of town

Yeah it is an NPC and you don't reset but buy back skill points (it gets more expensive the more you buy back). Attributes cannot be reset.

The first NPC that allows you to buy back skill points was in Delphi, If I remeber correctly...

Yes, the first respec NPC is in Delphi. It's the ones with blue, round spheres above their heads.
