I've seen my wolves use it only once in 15 minutes,is it me or this bug hasn't been fixed yet because i remember this was a problem in IT and was fixed by the 1.17 fan patch
Does the use rate scale with the skill level by any chance? its only level 3 atm

With three wolves and the maxed out skill, it's pretty much always up. I don't believe it depends on the skill's level, but may depend on the level of the wolves as they "cast" SotP and use mana for it. I have never had the skill at at a low wolf level, though, as it's one of the skills I usually only grab late in the game.

Try changing their AI to aggressive, they should be using it whenever they can then.

they do not use it when not attacking something, that may be your issue.

Not sure why but it started working after i posted this,might be because i switched to aggressive.
