And what about the first question?
TQ's DPS display doesn't account for any WPS skills (like basic "dual wield" skill that gives you a chance to attack with both weapon at once). So take its readings with a grain of salt. Even with just 1 point in dual wield your real DPS when dual wielding will be higher.
As for the second one -
For all attacks that weren't switched to a WPS attack (Dual Wield, Hew, Cross Cut, etc) the chance to use any weapon is 50%. The attack speed for each weapon applies separately - if you have a slow weapon in one hand and a fast weapon in the other one, slow weapon will have slow attacks, and the fast one will have fast attacks. WPS attacks use average weapon speed of both.
And, first question is because when you dual wield, your attack speed will be slightly reduced.
