Report a translation problem
In my search to solve this problem i came across this post and remembered you still didn't have a solution to the problem.
I've just found a solution, it has to do with the visual c++ 2005 x86... it probably doesn't install propperly on your system like it did on mine, the fix to that can be found here.

download the program, and run it. (they recommend you to reboot your pc before running it, i didn't do that and it still worked fine)
what it does is first uninstalls all your visual c++ versions and then reinstalls them all through the command console. It may take a little time, so be patient, i hope this solves it for you too

I've compared all components from the TQ installation folder with the files from my friend (all similar, no dll missing or smtg)
I've uninstalled all of them, just to install the versions from the majorgeeks forum.
I've verified the game files via steam multible times.
I've turned off and on the cloud save option.
Ofc I've started steam and the exe as administrator.
Both the system where the game is working and mine are identical and I really have no clue what to do now in order to fix it.
Any suggestions after this long time?
You really tried a lot, something stupid, that probably won't help, but i don't see in the list, did you disable steam overlay?
Another thing I haven't seen listed is compatibility modes, maybe setting compatibility mode to win 7 or something might miraculously help for once.
Other than that, I'm sad to say that I am at a loss and would go as far as to say "try running it on linux".
I hear recent windows 11 update has kind of borked quite a few games, so maybe reverting to an earlier build might help. (not too sure about that as an option though)
