the only things that are capped are resists, cooldown, chance to avoid projectiles and shield block/cooldown, unless I missed something minor.
Defensive and Offensive Ability doesn't have a cap but eventually loses its benefit of getting any higher. They play a role in the minimum/maximum damage your character deals/receives along with chance to hit/dodge with melee. An explaination is here[www.kirmiziperfect.com]
I don't believe there are damage caps for pets.
also shield block/cooldown?
I couldn't find something like this on the changelog.
As for the block I would say no, I mean I can reach a displayed number of 100% and more (but this not necessarily mean that it actually works, just think about secondary resistences in old TQIT).
As for the shield recovery time i never made a comparison between:
1) shield + quick recovery
2) shield socketed with leg. turtle shell + quick recovery
But my feeling is that I can reach more than 80% shield recovery time, otherwise I cannot explain how i can tank the 6 players mod alone.

Usually it is ~2.5 seconds, so you can "only" block up to 4 times per second.
