The similar way you stack the charms/relics. Left-click on the potion, move it over the stack and right-click (the maximum number of potions in the stack is 25, after that another stack is created/needed). For the scrolls, the maximum number in the stack is 10.

I don´t know if any straightforward way for splitting stacks exists, but you can go to a trader. If you sell the stack, it's automatically splitted (works only with potions/scrolls). The individual items will be preserved in the trader's inventory at least until you leave the city/village (and in this time you can buy the items back for the same price you sold it). So if you need, you can walk between Arcanist (for example) and Caravan Rider and through this way you will be able to manage the stack.

Well the vendor can only hold so many items in his Buy Back Window, if you want to split a stack of 100 potions you would lose a lot of them if you just sold them all. By dropping them you can achieve your goal without having to sell any (can put the excess in your Stash)!
