I don't think hachre has the settings set to max.
No matter how good an upscaling algorithm may be, the blurriness resulting on fixed-pixel displays just isn't worth it.
So to OP: did you try to disable upscaling?
Personally I think the game looks quite fantastic on max settings; especially where lighting is concerned.

with my 1070 I can get the game running at 60 fps with medium settings and a few high settings as well as ultra textures without upscaling, and it looks almost 10x better then the ultra default with upscaling. The high settings would be stuff that doesn't matter too much like effects. If I could set a custom 45 FPS cap I REALLLLLLY would. I don't mind 45 FPS with ultra settings however 30 FPS is just WAY to laggy.
With upscaling in my opinion isn't awful either as long as you have EVERYTHING set to it's max state.
I do see this as a game I want to revisit when I have the GTX 1980 Ti in the near 30 years.
I played the game with a mix of Ultra and High settings without Upscaling and Anti-Aliasing off in order to maintain a solid 72fps (for half-rate adaptive vsync on a 144hz monitor), and it worked out pretty well. But when I was just testing the game, I noticed that with the 30fps lock on Ultra, Upscaling off, and Anti-Aliasing on, the 1070 (my current card as well), only gets between 45-65% usage, so I used RivaTuner (which comes with MSI Afterburner) to set up a custom 48 fps limit (because it's twice as "cinematic" as 24fps film :P). Anyway, it worked out quite well, but I decided against it in the end.

The framerate limiter feature is found in the RivaTuner Statistic Server which installs alongside it. :D
The only reason I don't do half-rate v-sync is because it usually locks me at 30 FPS. Without v-sync I get about the same FPS on default ultra settings without upscaling.
personally I need v-sync. The lines drive me insane. As for the custom lock I tried my my own it's just with v-sync on it locks it down to 30 FPS or I just get REALLLLLLY bad tearing.
Also you have to be wary about where you are when you state your FPS. When you're inside you will EASILY get a lot more FPS then being outside.

Well, yeah, that is why I have scare quotes around the word "cinematic".
Console centric marketing and gullible consumers have made the term only meaningful when used mockingly. :/
