Found a fix for stutter on Nvidia
I was going through my backlog and fired up Quantum Break only to find horrible stutter when panning the camera. Even with a controller there was still stutter every 250ms or so while panning the camera. Also, this is with a framerate of around 90 fps running on a 6700k at 4.6, 1080 ti, and 3440x1440 100hz gsync monitor.

So what did i do to fix it?

First you will need Nvidia Profile Inspector - https://www.guru3d.com/files-details/nvidia-profile-inspector-download.html

Then you will want to open it, select Quantum Break from the list of applications, and change the settings in the Sync and Refresh section to match the screenshot here - https://imgur.com/a/TQkHCWN

It's also important to disable v-sync in game.

I hope this helps anyone else who can't stand stuttering in their games.

Update: This only seems to fix the stutter when using a contoller. Mouse still has horrible stutter. At least it's playable with a controller now though.

It has nothing to do with controller or mouse, the game simply does that, it's a known issue. Turning off vsync will actually make it worse, like many games, they feel smoother with it on.

You don't need nvinspector to set frames ahead to 1. That's something that I do in every game, it's a normal option in the control panel.

This game is still broken in 2024. Disabling in-game vsync, but enabling it through the NVIDIA app fixed the stutter for me.

If anyone is looking for the fix in 2025, you turn the mouse sensitivity down to 50 or 40 and then boost the DPI on your mouse (if you can, I have a Logitech gaming mouse). The game is calibrated for a lower sensitivity. You can cheat it by doing what I just said and then the mouse movement is smooth! Such a simple fix, wild.
