I have a high end rig (i7-8700, running on a 500 gb ssd and 16 gb ram with a gtx 1070 8 gb, yet this runs at 35 fps on ultra settings at 1440p XD)

I have a simialr (slightly better) rig to yours. I haven't played the game on this rig yet, so let me install it and see what FPS I get on Ultra settings. Unless someone posts an answer in the meantime.

It performs a lot worse if you turn off the upscaling, since the game was built around it due to the heavy use of real time global illumination.

it can be heavy. It was only on this rig that I've been able to max it out WITHOUT the upscaler and have it at a solid 60 fps at 1080p.

I7 8700L, gtx 1080ti, 32gb ddr4 and SSD's.

Great game but I'm still kinda shocked that it took THIS rig to max the game out no worries.

yeah you have 2 choices turn upscaling on to have crap graphics and high fps or turn it of to have good graphics and crap fps

Turn the upscaler off and set the 30fps limit to on if your framerate isn't constant 60, then play the game with a controller. The 30 fps can be quite bearable on 1080p or higher with a controller as opposed to keyboard and mouse.

I'm thinking thats just because the camera's used in some scenes just record at 30 frames but I could be wrong.

I remember how LA Noire is capped at 30 no matter what the settings are (I'm not counting mods which unlock it) and its because the camera's used to record the actor's faces and motion's recorded at 30 frames. Apparently unlocking the frame rate created weird scenes where the people moved normally but the faces looked like weird ghost faces due to the frame differences. Apparently the physics in that game is tied to its frames also but I'm going off course here.

Shouldn't do, unless you turned upscaling off, which pretty much halves FPS. Alas even on a beast rig, leave upscaling on.

Sorry for late reply.. Completed the first Act and in that time I was getting good FPS, anywhere down from 144, though averaged around 80. Once I noticed it go to 30fps during one cut scene.

I have similar setup with 8700K, the game installed on my Samsung 950 Pro SSD, 16Gb Ram, 144Hz GSYNC monitor and a 1070 and game performance is around 40 FPS with very frequent stuttering. It's onlly bearable if I drop it to 720p resolution but everything looks blurry and awful. Frankly, it's a dirt-bag title in the performance department. To add further insult I keep getting a "Unable to stream. We cannot connect to the streaming service" error whenever I try to play the episodes.

Never had this streaming error last time I tried playing this game before giving up due to crap performance.

It's horribly optimized. Wanted to play the game for years, only today with a 2080ti I could get good playable fps in 1440p without upscaling. The gameplay is great but you will need helluva hardware to enjoy it fully - it really shines with 80-120fps.
