Report a translation problem
I actually didn't know there were extra cutscenes until I read the threads on steam on this issue. I am downloading it now on my Xbox One X. Hopefully I didn't miss anything since I just finished Act 1.
The extra cut scenes are based upon in game "choices."

No need to watch youtube videos or stream video to access those since I downloaded the episode pack to my hard drive.
This isn't the only game though were there are extra videos to download on Xbox One that you don't have on PC. Some are dlcs or expansions not available on PC, some are commentaries, cut scenes or tutorial videos on how to play or beat the game.
I don't always check those extra sections so it was good I was reading the threads on stream allowing me to download that option for this game.
The major difference is the Xbone users can download the live action parts while the PC users can't... The forced streaming is BS. How big is the game after all the live action parts are downloaded? On the PC it's 68GB just for the game.
am i screwed if i buy this?
No I have 1.2MB hard line that was able to stream it.

The base game of Quantum Break on the Xbox One X is enhanced (higher resolution up to 4k, better texture filtering and increased levels of detail at mid and long-range distances and more consistent framerate) so it has some additional files for a total of 83.6 GB.
The Episode pack with its cutscenes is an additional 75.6 GB for a total of 159.2 GB of data that I had to download.
Apparently the reason they had to stream the cutscenes was because the size of the game was too much for the limited hard drive capacity of the Xbox One.
Of course they allow you the option to download the cutscenes now on th console. It is too bad though that they don't offer the same option on PC where I also have a copy of the game via my humble bundle sub.
It is actually a fun game to play and looks great on the Xbox One X.
I was going through my second playthrough of the game just to see the different cut scenes when my internet went out while streaming them... I later found out the console users could download the live action parts but not the PC users... 160GB is the size of RDR2 for the PC... I haven't played QB since. The live parts were boring to me.. Control is a better game in terms of story and gameplay anyhow.
At the end of Act 1, you play as Paul Serene at the dry dock. You have to make a choice there whether to execute a captured witness or not. After that, episode 1 streams (it's about 25 mins long).
