Game stuck "loading"

I can watch the initial video and the taxi driver portion then at Riverport University Experiment Act 1/Part 1 it sits at loading and never goes past. I let it sit there for an hour and it just kept loading but nothing happens.

My system

i7-6700K (not overclocked)
980 Ti
32GB Ram
Windows 10 x64
800GB Intel PCIe based SSD System disk
2.1TB Raid 5 array with 900 gb free for Steam and other applications

Im running this at the "medium" preset settings just trying to get it to run. Any ideas?

Just wondering if you managed to find a fix as my game keeps crashing at this exact point.

I had to delete and redownload the game through steam....wierd I know but that fixed it
