Yes it streams the 4, 20 minute episodes that play after each Act. But I don't think you need internet to play it. The episodes change based on desicions you make, but I don't know how drastic of a change it is. I'm sure you can find the episode that plays based on the desicions you made online, but if you watch it online then you have internet so you might as well just stream it from the game. And I don't think the video files in the folder are the episodes. I think they are the in-game cinematics. I think that because the xbox version gives the option to download the videos and that download ends up being about 100GB, whereas the steam version is only about 69 giggidybites.
