Is this similar to Sort the Court, but with cards?

I've played and loved Sort the Court, if this is as charming or has a similar play, I'd be very interested in it. But I don't see anyone making that comparison, so maybe I'm totally wrong.

Yes, It's very similar, but instead of having 3 resources, you need to manage 4. Not only that, but one of the appeals of Reigns is that your ruler can easily die, but you can keep playing with new ones, with all of them sharing a "universal mind".
