To make a little example:
In Reign there's the duel minigame, you have to decide what's your move, it is a strategic choice, i'll agree that is a little one, but still a strategic one.
Instead in Her Majesty the duel minigame it's more like a little enigma which you have to solve in order to win.
So i would say that they are different games which share the main concept.
Personally i liked Reigns and i'm loving Her Majesty, since in Her Majesty there's a lot to think and stuff to solve, there's also a ciphering system, they give you the rules piece by piece and then they give you messages to decrypt.
So in order to answer better your question about what game you would prefer, i would ask you what attracted you to these games in first place, so you could tell me which aspect of the game you prefer and i might answer that.
But both games are so damn good and so damn cheap that i would just say: JUST GET THEM BOTH!
So if you are willing to take them both i would suggest first Reigns, and later Her Majesty.
Reigns is simpler but have anyway stuff to solve, and later Her Majesty which have a lot of stuff, so i think it's better if you already made practice Reign.
The thing is that you have to perform your personal goals in order to continue the game, while keeping the reign afloat, in Her Majesty this is generally harder compared to Reign, since there's A LOT of stuff to do.
