Land titles/charters

I notice that my parish in a couple surrounding parishes aren't generating charters for expansion. I've looked at a few different websites to try and find information on how often charters generate or under what condition they appear, but I haven't been able to find such information.

Does anyone have information on what causes charters to spawn/generate.

The parish next to mine is completely void of charters and villages - it's a completely empty parish. I was wanting to take control of it.
