Nobody can be online 24/7 - there needs to be a way of allowing players to protect their villages while they're offline and that's what ID is intended for. If you want to prevent a player from ID'ing their villages then using excommunication is a way of doing this - this takes away a player's ability to use their monks at the village that's been excommed. Just remember, they can always absolve themselves and excomm you too so be prepared for a bit of a monk war. Unfortunately I get the impression that you've got yourself outgunned here...
If you're more into the PvE side of things then have you considered the wolf world? There's a new one that's just opened - the AI can give you a bit of a hammering at times but it can be fun (at least at the beginning) and there's plenty of rewards up for grabs as well
