It sounds like you're focusing on killing your opponents more than learning the moves they have to offer. As Tristran suggested, try not to kill them so fast if they have a move you want. Get the experience for the move, then finish them off to lock it in.
1. Find NPC with a move you like.
2. Kill the OTHER enemies nearby.
3. Get the NPC 1 or 2 hits from death.
4. Gain as much XP as you can get away with on the move(s) you want to learn without dropping below 1/4 HP.
5. Finish them off before you're too weak to be sure of landing the last few hits.
You can also learn moves from using a school deck, which makes "just kill things fast" a more valid approach to learning moves.
I always smile when God Hand is mentioned. Reviewed it for UGO.com back in the day. Love that Absolver uses a similar "build your moveset" system (Soulbringer also had a similar system.) This is honestly the game I've been waiting for for decades.
