Oh you can "purchase" the game on ps+ when its free, and then download it later. I already did that, this question was more if it was worth trying. Now I know just wait a few more months and wait for the pve update.
PvP is supposed to be part of the core experience of this game so it's hard to disclude it from the game.
They are adding a new PvE mode that has a focus on re-play ability! Besides this mode coming, PvE will likely be more of a focus for the rest of this game's life, since the PvP is pretty well established (but more balancing is neeeded).

There's a lot of people who would argue that you're right. PvE is just the PvP tutorial.
I haven't played a ton of PVP matches, but I've squeezed around 50 hours between two characters primarily in PVE (both in, and out of solo mode).
Hunting moves, exploring, suiting yourself up, building a deck, and playing your deck against the NPCs is what made up 90% of my play time. And with the new PVE update that's slated to release, I can see myself jumping back into the game as a primarily PVE player.
The 1v1 PVP is quite fun, too!
Also, I am certain my time played is at least a third in the combat deck editor; get creative! Learnone way of fighting, then another, then another- the customizeability of what you choose for your moves is endless in how you order them, so maybe watch a fight scene from a movie and try to build a deck that mimics it, I do this from time to time and it's a fun little way to RP in the game. At this point I'm sure there are other prospects out there looking for others to Co-op grind out xp/moves with, so Lots of things to play with in the meantime pre-essence mines/jeet kun do update.
The PVP is fantastic, but I have to finally concede that I understand that for the popularity spike as of late, instead of repeating and discouraging that it's a fighting game, embrace players that like the PVE aspect and lastly, glad you're enjoying the game, there's a lot more to enjoy in the near future.
