I've run into him twice now and never really looked for him lol had him show up on the bridge to adal tower, and the area after the brother and sister fight. Idk what to call that area

If you're trying to get his Mask and wanna cheese him.
Get a quick attack that goes into the Stagger style Double Stretch fist thing(try to learn it from Jinn Mesca or someone), and have those moves alternate to eachother and gold link them. Jinn Mesca will constantly get hit by Double Stretch fist. It's how I ended up farming his Mask up (which takes ages)

Some NPCs in the Essence Mine place, and Tower of Adal area use those moves (I'm level 60, which may change NPCs that spawn)

Really? Start at the Altar next to the stairs at Tower of Adal, run up the stairs, and Jinn Mesca should be up on that bridge area ontop the stairs.
He only shows up when you're at about level 30.

Work fine for me, so I'm not sure what's going on with your character's progression. I've had him spawn on the bridge, ran back to the twins path from the unlocked shortcut and he's there, ran back he's back on the bridge.

Quit out the game near the bridge, and go back in to be extra sure. If he's not there, there's some flag you're missing with your game. All I know is the level requirement, not sure if there's a boss requirement flag.

Jinn is fun, specially when you kick him to the ground and take his sword, then he shows up again for revenge! But still gets kicked to the ground but this time by his own sword xD.
