You might be right that it isn't as scary as say, Amnesia or the older silent hill games. Though it was really freaky for a chicken like me. I think that's why I liked it. It scared me but not ♥♥♥♥ my pants scary.
But maybe because I like being able to fight back in horror games. Nothing like getting scared by a crack head and then bashing his face in. :)

I'm not sure how accurate this information is. So don't take my word for it. But I looked up anyone who might be a warner bros marketing manager/director in video games and Spencer Crossley came up. He has a linkedin profile. I don't have an account so the profile details are off limits to me.
Truthfully I only rented the first Condemned for a time for the 360, but never beat it.
The first I played was actually the Condemned 2, and it's probably one of the creepiest games I've ever experienced. And Ethan is a serious badass in the second game.
