Firstly, you will NOT be using the Steam Controller's native configuration menu, nor will you be able to use any of the Community submitted configurations. Just mentally throw all those convenient, easy to use things into the garbage because they're all literally worthless for this game (because reasons).
What you ACTUALLY have to do is bind keys through the in-game options. No, not within the "Joystick/gamepad" options, that would be too obvious and not cryptic enough. Y'see doing THAT will provide you with the error: "No joystick or gamepad detected. Please check your controller configuration and connection."
No, today you will be going into the "Keyboard" menu to configure your Steam Controller to work with it.
Click anything from the "Movement" or "Interaction" list to clear the existing keybind and then press whatever controller button or thumbstick direction you want to overwrite it with. Defying any reason, the game will accept your input and you can then map with the controller. Ta-dah! It works. The problem? The field will be listed as some utterly irrelevant keystroke. If afterwards you wanted to be reminded of what any of the controls do during the actual tutorial, then too bad, because the on screen instructions for Fire / Swing weapon will be shown as Mouse Button 0. Better have it memorized before you start playing!
Not only that, but apparently the ENTIRE cross-shaped directional pad on the Steam Controller is only recognized as a single input, no matter what part of it you press! This means that instead of having a pad that is essentially four buttons you can map, you only have one (giant) button taking up the entire left side of the controller now!
The final rotten cherry on top is that clicking the left thumbstick will lock up all controls in the game. Alt+Tabbing out and into Big Picture Mode will reveal that what this did was open a Steam Controller Keyboard that you must close here in order to resume any control back within the game. For this reason, this is yet ANOTHER thing that cannot be keybinded with the Steam Controller for this game.
A N Y W A Y . . .
After a few failed iterations, I decided to try to simulate what the control setup originally felt like on the Xbox 360 version. Below is an imperfect example. There were a few changes / concessions made in order to work around all the BS stated above. I ended up with this completely baffling and ridiculous looking keybinding menu:

Notice that there's five unbinded things on this list but only 3 empty, functional spots on the controller to put them? Because of the limited amount of keybinding space, I could not decide on where to put Sprint, but I'm sure someone looking through this can be creative. Also, you will NOT have room to map all four finishing moves. No matter what, after putting Sprint somewhere, two will have to be omitted. Better choose which two you like the most! (Thanks Steam)
P.S. You can't bind anything to the Select button either.
