The four player levels require all players to communicate together to work towards the solution, and as the four player puzzles get tougher you also get the bonus of four minds to see a solution. There are no levels in any mode that allow any players to stand still or do nothing to progress.
The story mode (red & blue two-player maps) is only for two people (or solo).
You can also play the four-player maps with two players controlling two each, or with three people (one bot, one bot, two bots).
Technically you can even play the four-player maps solo via triggers, but that's the super high coordination mode and MUCH harder than co op.
Already at lv 10
