It looks like you already found the other thread which had the info about the Vsync and such. Unfortunately at this point no other solution comes to my mind. I will link this thread to my coworker to see if she has anything to add to this next week, can't make any promises though as we haven't gotten reports about these kind of issues before.

You can google this and get the app and several tutorial videos for limiting and unlocking the FPS.
Unfortunately my coworker did not have idea what might be causing this (other than the ones that were already suggested). It is a bit weird that you have been previously able to play at 75FPS on the same system.
Do you have the latest updates in your drivers? Do you have only one graphics card or are you using SLI by any chance? You mentioned that all is now locked to 30 fps, even the windowed mode on your primary monitor?
(I originally thought it was only my third monitor (because I know I have played this game unlocked on this system, but on further testing it is all displays.)
No issues with any other program, and I have tried many out of paranoia. Trine 1 & 2 both run unlocked.
If vsync is turned on, a 59,9999 fps or something alike could just be rounded to 30. So, in theory the frame rate might just seem smaller. Even if you don’t have vsync on for the game, this might be occurring because of display or other drivers especially when opening the game in a window or windowed fullscreen.
This is not likely, but it’s possible your computer is also somehow still using the integrated graphics card for the game.
And finally here are the things to try next:
