We possibly won't be, actually. Other than Giselle, Albus' team has no Hunter's License, which is mandatory to go as deep into the Iron Forest as is necessary to reach the Fortress of Suffering. Heixing and Giselle could potentially carry over, as the former is connected to Carter and the latter has a score to settle with Ben Schneider, who is for some reason hunting the remaining Spoonists around Carter. A major roster change in Banished Children is entirely possible.
That said, I believe they really should keep the mastery system, as it is what separates Troubleshooter from other XCOM-likes.
